Gambling Advertising Rules 2026: Which Platforms Allow Ads?

Google, Meta, TikTok and X all allow real-money gambling ads, but only in countries where gambling is legal, only for licensed operators, and only after platform approval. Google requires country-by-country certification; Meta requires authorisation for each market; TikTok requires certification in specified markets; X permits gambling ads only in listed countries, often with prior authorisation. Every platform bans targeting minors.

Key takeaways

  • No major platform allows gambling ads globally. Approval is always per country and depends on a local licence.
  • Google Ads tightened its certification standards from 14 September 2026, weighing licence status and compliance history.
  • Meta requires authorisation, requested per market in Business Suite, before online gambling ads can run.
  • X publishes a country list; outside it, gambling promotion is prohibited.
  • Landing pages matter as much as ads: licence details, age warnings and responsible gambling information are standard requirements.

Do Google, Meta, TikTok and X allow gambling ads?

Yes, all four, but each under strict, country-specific conditions. The common pattern: you must hold a valid licence in the target market, apply for platform approval, target only legal-age users and show responsible gambling information.

Platform Online gambling ads How you get approved Notes
Google Ads Allowed in listed countries Certification per country, with valid local licence US: no targeting under 21 or outside licensed states
Meta (Facebook, Instagram) Allowed with permission Authorisation from Meta, requested per market in Business Suite Must follow local law and target legal-age users
TikTok Allowed in specified markets Certification with licence documents Must not reach minors; risk warnings required
X Allowed only in listed countries Licence plus, in many markets, prior authorisation Affiliates and tipsters restricted in several markets

Policies change often. Always check each platform’s live policy page before launching.

What does Google Ads require for gambling ads?

Certification for each country, backed by a valid local licence. According to Google’s gambling and games policy, advertisers apply separately for each country, ads may only target approved countries, and destinations must show licence details, age warnings, responsible gambling information and terms.

From 14 September 2026, Google raised its certification standards. AGBrief reported that licensing status and compliance history now weigh more heavily, that repeated violations can cost an advertiser its certification, and that agencies managing several accounts face extra scrutiny. Separately, Google widened programmatic gambling ads to 37 more markets via Authorized Buyers from 10 August 2026.

What does Meta require for gambling ads?

Authorisation for each market. Meta’s policy treats online gambling as restricted: ads can only run after Meta grants permission, typically on the basis of a valid licence, and must comply with the law of every country they target and reach only users of legal gambling age. (Meta’s online gambling and games policy)

In practice, permission is granted per business and market. Running gambling ads from an account without permission is a fast route to rejected ads and restricted ad accounts.

What does TikTok require for gambling ads?

Certification in the markets where TikTok permits gambling. TikTok’s gambling and games policy says online gambling ads are only allowed in specified markets where gambling is legal, after advertisers submit licence and compliance documents.

TikTok also requires clear risk warnings and disclaimers, links to support resources where possible, clear terms, no misleading offers, and no content that targets or features minors. Given TikTok’s young audience profile, age-gating and creative choices get extra scrutiny.

Which countries does X allow gambling ads in?

Only the countries on X’s list. X’s gambling content policy prohibits gambling promotion by default and lists markets where it’s permitted, each with its own conditions. X’s own list decides where gambling ads may run, and Brazil is closed to them. Check the live list on X’s policy page before you plan a campaign.

Rules vary sharply by country. Some markets allow only state-licensed operators; many require certification or prior authorisation from X, and affiliate and tipster ads face extra limits in some markets. Any market not on the list is closed to gambling ads on X.

What do all platforms require on the landing page?

Proof of licence and responsible gambling basics. Across platforms, common landing page requirements include:

  • Operator name, licence number and regulator
  • Age restriction notice (18+, or 21+ where required)
  • Responsible gambling information and links to support services
  • Clear terms and conditions for any offer
  • No content aimed at minors

A compliant ad sent to a non-compliant page will still be rejected or, worse, approved and later flagged.

Can affiliates run gambling ads on these platforms?

Sometimes, with tighter limits. Affiliate eligibility is decided by platform and country. X, for example, sets affiliate rules market by market; Google certifies affiliates separately in some countries. Affiliates should check each platform’s rules for their exact target market before building campaigns.
